What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no gaming benefit other than making it easier to see and buy upgrades.
Boosters

Costs
There are a few expenses related to upgrades of items. The first cost is the upgrade itself. This price is contingent on the new ilvl of the item and the number of perks it gains and can be costly. It can also be costly to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of items needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. These items can be found in the inventory of an upgrade vendor.
The process of upgrading an item is an intricate process that requires time. Based on the magnitude of the upgrade, it could take as long as 8 hours. Another way to increase the chance of a successful upgrade is to use the item known as Blacksmith Blessing or an upgraded version of it. This item can be helpful when your piece of equipment or weapon is close to or has reached the highest level of its tier. This item will allow you upgrade the equipment to the next level without the risk of it breaking.

If an upgrade fails it will be restored to its original condition. This is typically a break, but it can also be a downgrade. It is an excellent idea to save an upgrade for when you're near the highest level of an item, and use it as an option last resort.
